A mpsleep put inside an if is executed even if the condition is false.

For example, in

if level($n)<6
  mpsleep 6
  say Welcome $n!
else
  say Welcome back, $n!
endif

the mpsleep 6 will be executed even the character has level 10.

Is this considered a bug?

I would have to say so. Is the say Welcome $n! part also being executed instead of say Welcome back, $n!
? If so it might indicate a more general problem.

No, only the mpsleep.
