I've tried several ways of making it show if you've learned a new skill when gaining a level. They've either failed miserably or didn't work exactly like I wanted it too.

Basically:

*Mob Dies and you gain Exp*
You have reached level 22!
You now have access to dual-wield! <--- That, Obviously

Any suggestions on how to go about doing this, would be greatly appreciated.

Have a look at the do_practice code that displays the skills one has, or the do_slist code. Then using a similar method as those print off the list of things they've gained. It's mainly a matter of copy and paste, then modify to fit. :)
