Bug: Project loading never closes the projects file during bootup
Danger: Low - Dangling file descriptors will build up over several hotboots
Found by: Remcon

db.c, load_projects

Locate:
   while( ( project = read_project( fp ) ) != NULL )
      LINK( project, first_project, last_project, next, prev );


Below that, add:
   fclose( fp );
   fp = NULL;


Leaving dangling file descriptors open causes a resource leak which will build up the more things like hotboot get called. Eventually if left unchecked the MUD could run out of available file handles.
