Granted I just did a quick look at it and didn't see them being freed, if I'm wrong and they are DISPOSED of correctly by all means someone let us know :)
in special.c I added this (well sort of mine uses STRFREE instead of DISPOSE etc... )
void free_specfuns( void )
{
   SPEC_LIST *specfun, *next_specfun;

   for( specfun = first_specfun; specfun; specfun = next_specfun )
   {
      next_specfun = specfun->next;
      UNLINK( specfun, first_specfun, last_specfun, next, prev ); 
      DISPOSE( specfun->name );
      DISPOSE( specfun );
   }
}

Then in comm.c
after
void free_deities( void );
void free_all_planes( void );
void free_councils( void );

add
void free_specfuns( void );

Then in the cleanup_memory function
after
   /*
    * Prog Act lists 
    */
   fprintf( stdout, "%s", "Mudprog act lists.\n" );
   free_prog_actlists(  );

add
   fprintf( stdout, "%s", "Specfun lists.\n" );
   free_specfuns(  );
