skills.c function check_tumble
find
   if( !IS_NPC( victim ) && !victim->pcdata->learned[gsn_tumble] > 0 )
      return FALSE;

change that to
   if( !IS_NPC( victim ) && victim->pcdata->learned[gsn_tumble] <= 0 )
      return FALSE;
