Pfile exempting function doesn't exist

The exempt flag was good idea, so someone can be exempted from deletion, but theres no way to set that in stock. So heres a do_exempt function. Of course you have to do the cedits to add it into the game.

I also noticed that there are 2 exempt flags, ACT_EXEMPT and PLR_EXEMPT, I suggest consolidating them for simplicity's sake. The other 2 ACT_EXEMPT references are in save.c in the function save_clone

   REMOVE_BIT( ch->pcdata->act2, ACT_EXEMPT );
