How hard would it be to change the way skyships work. What i mean is, instead of a pre-specified landing site, could the code be easily changed so a player can call it from any room that is marked as outdoors.

Sure. I'm not looking at the code right now, but it should be trivial to remove the check for being on a specific overland sector. You will of course still need to be on the overland to call a skyship, but removing the "landing site" sector check should be enough to allow them to be called down from anywhere.
